Program Goals
OPNAVINST 1740.3(series) provides
requirements to establish the Command
Sponsor and Indoctrination Program. The
goals of the program are:
To facilitate the adaptation of a Sailor and
their family into a new working and living
environment.
To minimize the anxiety associated with a
Permanent Change of Station (PCS) move.
To afford Sailors and their families their
greatest opportunity for a successful and
productive tour of duty.

Program Policy
Command sponsor and indoctrination
responsibilities begin upon receipt of
PCS orders and continue until the Sailor
has become part of the new command.
COs shall appoint command sponsor
and indoctrination coordinators per

Be enthusiastic, willing to help people,
and have a positive attitude toward
the Navy, command, and local
community.
Be familiar with the command and its
location or homeport, knowledgeable
about available resources, and

procedures and instructions.

Commands shall:
Ensure all sponsors complete
sponsor training provided by local
Fleet Family Support Centers (FFSCs).
Ensure assigned sponsors are equal
to or of a higher pay grade (at least
E-5) to arriving Sailors.
Request a sponsor for all transferring
Sailors and counsel these Sailors on
the benefits of using a Sponsor.
