Problem: Malicious actors in maritime domains operate
dark vessels (DVs) that do not broadcast AIS or VMS
signals, which makes it difficult to rapidly detect these
vessels that support illegal activities such as drug
smuggling, illegal, unreported, and unregulated (IUU)
fishing, and human trafficking.
