2. RAZAK REPORT 1956
A new educational policy was set up led by Tun Abdul
Razak made a recommendation.
The objective of this committee
to establish a national education system that would
promote the cultural, social, economic and political
development accepted by the nation as a whole,
having regard that the Malay language would be the
national language.
It should be the main medium of instruction in the
education system.
Razak’s Report became the basis of the education
system as enshrined in the Education Ordinance 1957.
3. The report proposed:
One common school system for all:
Malay language as the medium of instruction for all stages of
schooling.
Centralized curriculum and school examination.
Both types of primary school should enforce Malay as a
compulsory subject.
All national secondary schools should use a common syllabus
and examination and enforce Malay and English as their
compulsory subjects.
All teachers should be trained with a common syllabus in
teachers’ training colleges.
4. RAHMAN TALIB REPORT 1960
To speed up the process of national integration and
unity, the Rahman Talib’s Report was made to review
the education policy in 1960 and became a basis to
establish the Education Act 1961.
Rahman Talib’s report support the Razak Report and
became the basic to the formation of National
Educational foundation like stated in Educational Act.
5. The report proposed:
1. Malay language as main language in
schools.
2. Free secondary school education.
3. Automatic promotion until form 3.
4. Emphasis on religious and moral education.
5. Stress on 3M basic education - Membaca,
Menulis, dan Mengira (reading, writing and
arithmetic)
6. 6. Stress on a strong spiritual education and the
desired elements of discipline
7. Stress on a Malayan curriculum
8. Upper secondary education of two streams,
academic and vocational
9. Opportunity to continue education from 9
years to 11 years
10. Facilitation of education management
procedures to improve the overall quality of
education
